The T&E Training Division focuses on providing a wide variety of training opportunities for water professionals throughout Florida. By offering a wide variety of recurring sessions around the state, they provide opportunities for operators and engineers to gain continuing education units and professional development hours in support of their licenses. The programs are offered in a variety of formats including classroom seminars, on-line, webcasts, teleconferences and hands-on training. The small systems committee focuses on the needs of smaller utility operations.

Distribution System/Operator Certification and Training

The Distribution System/Operator Certification and Training Committee works in conjunction with the Florida Water and Pollution Control Operators' Association (FW&PCOA) to provide opportunities for operator training and distribution system operator certification. The committee identifies appropriate sites for training and provides approved trainers.

Each year FSAWWA provides training to more than 800 water professionals. FSAWWA training programs are an essential element in the overall member services provided by the section. They are a primary source of revenue for the organization. Since 2003, enhancing professional development through effective training programs has been a goal of the section’s strategic plan. The tactical strategy for achieving this goal includes expanding delivery methods, partnering within the section’s councils and regions and with other organizations and improving the marketing approach. This training is provided using a variety of methods with a focus on delivery methods and technical programs that bring the training into the workplace and reduce travel time and expenses for the trainee. 

Website
The section website is utilized for advertising training programs through the calendar of events and informational training pages that describe the various training topics available. The website will be utilized for registration for all classes and seminars beginning in September 2008. 

Current Training Program

CEUs/PDHs
CEUs and PDHs are issued to students who request them once they have provided the necessary proof of attendance at the class. Training sessions, technical sessions and workshops associated with conferences and regional programs may also qualify for CEUs and PDHs.

  • CEUs – The section is under contract with the Florida Department of Environmental Protection to provide Certified Education Units (CEUs) and report them to DEP via an electronic system. In order for a workshop, seminar or other training program to be granted CEUs it is reviewed by the members of the certification and training board according to a stringent set of standards. Programs from other states and associations are reviewed and the section charges a $100 fee for this review. Issuing CEUs to students is a revenue source for the section. CEUs are issued to students who complete approved training. They are charged $10 for each CEU certificate issued. The cost to produce a certificate is approximately $3. PDH’s can also be issued for FDEP approved classes. Each CEU is equivalent to 10 PDH’s.

  • PDHs – The section is approved to issue Professional Development Hours (PDHs) for Laws and Ethics classes and other areas of practice. The section cannot approve programs that are not developed by the section. All AWWA programs are already approved. A $10 fee is charged to process each certificate and report the training to the State Board of Professional Regulation electronically. 

Classes Offered
A variety of classes of each type are routinely offered. Appendix A includes a full listing of the courses currently offered by the section. Volunteers from the various councils and regions are encouraged to develop additional content which is added to the inventory throughout the year.

Needs Assessment
As the historical data demonstrates, training is a vital component to the revenue of the section. The Training coordinator meets with various utilities around the state to assess their individual training needs and develop programs specifically suited to them. This on-demand approach resulted in the award of AWWA education award to FSAWWA at ACE 2006 and ACE 2008.

Membership Needs
In addition, the 2006 membership survey identified the following needs of the section membership:

  • Further Develop Effective FSAWWA Training & Certification Programs
  • Training Courses and Certification opportunities were highly rated in importance 
  • Improve advertising of regional meetings
  • Customize training for individual utilities
  • Improve technology transfer
  • Increase the number of training events
  • Provide more regional content to training
  • Establish collaborative training partnerships with FWEA, FWPCOA and other state agencies
  • Provide succession planning training
  • Provide more operator training 
  • Develop an instructor qualification program for training
  • Improved website to be more user friendly and interactive
  • Provide more training in customer service, public relations, field activities, utility management and conservation
  • Provide computer based training and testing for operators
  • Provide more opportunities for participation of students and young professionals       

New Classes
New classes planned for the five-year planning period include additions in:

  • Customer Service
  • Conservation and Water Use Efficiency
  • Distribution Operator Certification classes
  • Laboratory Techniques
  • Emerging Issues

Suggested new classes include:

  • Basic Hydraulics (Level 1)
  • Plant Hydraulics (Level 2)
  • Water Chemistry
  • Math (Basic and Higher Level)
  • Electricity (Basic and Higher Level)
  • Basic Pumps and Compressors
  • Valves and Hydrants
  • Basic Laboratory Applications
  • Basic Membrane Separation Processes (MF/UF, NF/RO)
  • Basic Computer Skills (particularly spread sheets)
  • Basic budgeting and Finance
