AWWA Water Matters Fly-In

The call has gone out to AWWA Sections to start naming their delegates for the 2010 edition of the AWWA Water Matters! Fly-In. A guide to the event has been released as well. The event will be held March 24-25 in Washington, D.C. Headquarters will be the Grand Hyatt Washington at 1000 H St. NW.

More than 130 AWWA members from 48 states converged on Washington, D.C., March 24-25, 2009, for the association's eighth annual Water Matters! Fly-In. AWWA's Water Utility Council sponsors the event. The key issues in 2009 were water infrastructure investment, chemical facility security, climate change and appropriations.

So, what is the Water Matters! Fly-In?
The origins were the 2001 AWWA Annual Conference and Exposition, which was held in Washington, DC. AWWA took advantage of having ACE in the nation’s capital by staging a rally on the steps of the Capitol building and by preparing issue packets for AWWA members to use in visits with their members of Congress. The response was so enthusiastic, and AWWA made such inroads with its issues with Congress, that association leaders decided to follow up with another event.

The first Fly-In was held in the spring of 2002.
The purpose of that Fly-In, and all subsequent Fly-Ins, was to advance AWWA’s legislative issues on Capitol Hill with the constituents of Congress carrying the messages. The Fly-In also boosts AWWA’s name recognition among members of Congress and helps further establish AWWA members as authoritative sources of knowledge and expertise on drinking water issues with House members, senators, and their staffs.

The Fly-In is a two-day event.
We begin the first morning with briefings and discussions of current drinking water issues before Congress and issues that we want to bring before Congress. The afternoon and the next morning are set aside for AWWA members to visit their members of Congress. We provide copies of our issue papers in pocket folders on AWWA letterhead, but we also send out the issue papers a few weeks ahead of time in case members want to put the papers on their own Section or utility letterhead. We will have a reception that night for participants and invited guests. We will have a concluding luncheon on the second day to share information and lessons learned. Detailed agendas will be sent out closer to the event.

The WUC does provide financial assistance to Section delegates to attend. The exact nature of that assistance will be posted after the summer WUC meeting at the Annual Conference and Exposition in June. Sections are free to send as many delegates as they wish, but not all will receive travel/lodging reimbursement. Because this is an event sponsored by the WUC, and because our issues are centered on issues affecting utilities, we are providing assistance only for utility employees.

We expect Fly-In participants to make appointments with their own members of Congress ahead of the Fly-In. We urge Sections to send members who have relationships with members of Congress and who can clearly communicate the concerns of drinking water utilities to those members of Congress. We will have the most impact when an AWWA member is already known to a member of Congress and is welcome in that office.
